Moody’s Upgrades Napa Valley Unified School District Credit Rating Citing Financial Strength and Governance Leadership

Napa Valley Unified School District (NVUSD) announced that Moody’s Ratings has upgraded the district’s issuer rating from A1 to Aa3, with a positive outlook. The credit rating agency also upgraded NVUSD’s general obligation unlimited tax (GOULT) bonds to Aa2, highlighting five years of deliberate financial stabilization, strong reserve levels, and proactive management and governance.  

“Higher credit ratings translate into lower interest costs and real savings for the taxpayer,” shared NVUSD Assistant Superintendent of Business and Operational Services Rob Mangewala. 

The rating reflects NVUSD’s strong financial position, driven by an available fund balance, growing revenues, and strategic reserve management. Moody’s noted that governance was a key driver for the upgrade, praising NVUSD management’s right-sizing initiatives, such as school closures and actions to maximize state supplemental and concentration grant funding.

“The Napa Valley Unified School District is fortunate to have made proactive and fiscally responsible decisions over the last five years amidst statewide and local student enrollment decline,” shared NVUSD Assistant Superintendent of Business and Operational Services Rob Mangewala. 

“I am grateful that NVUSD made the difficult decisions years ago to balance the budget and create stability for our students and staff amidst challenges like declining enrollment and even a pandemic,” shared NVUSD Superintendent Dr. Rosanna Mucetti. “This included hard decisions like closing schools and ensuring that our programs matched the needs of our district. Those difficult decisions have allowed us to develop and sustain effective and enriching programs for students over time. In addition, we have been able to provide employee compensation increases while working to improve the working conditions in our schools for our staff. NVUSD is in a strong position because of our shared commitment to students, our schools, and our continuous pursuit of improvement and excellence."

Moody’s also upgraded the District’s ESG governance score from a “2” to a "1”, the strongest possible rating, reflecting the strong leadership and oversight of NVUSD’s Board, Superintendent, and leadership team.

“What makes this recognition especially meaningful is that Moody's specifically referenced the strength of our governance framework as a contributing factor in their assessment, " continued Dr. Mucetti. “This is a tremendous acknowledgment of the Board's commitment to effective governance, strategic leadership, and long-term stewardship of the district.”

The District's updated ratings are as follows:

• Issuer Rating: Aa3 (upgraded)

• District-Wide General Obligation Bonds: Aa2 (upgraded) 

• SFID No. 1 General Obligation Bonds: Aa2 (upgraded)

• SFID No. 2 General Obligation Bonds: Aa3 (upgraded)

In addition to the rating upgrades, Moody's has maintained the District's “positive” outlook. 

“The upgrade reinforces NVUSD's ongoing commitment to fiscal responsibility, transparency, and accountability,” shared NVUSD Board President Dr. Lisa Chu.
