Online Meeting Participation Instructions

NVUSD is committed to public input and participation in school district governance in a manner that is consistent with guidance provided by our county public health official. Given the current shelter in place order in Napa County, we are requiring remote, online participation in order to promote the safety and health of our community. We will not allow in-person public participation during this period due to the health and safety risks it poses.You can call into the meeting to provide public comment via Zoom. You can join the Zoom Meeting from a computer, mobile device, or tablet. The Zoom meeting information will be provided on the district’s website for every board meeting agenda, as long as needed during the  COVID-19 pandemic. Agenda items are placed on the agenda through administrators in the Offices of Instruction, Human Resources, Operational Services and Business Services.

Please note that agenda items are due in the Superintendent’s Office no later than Thursday, noon, the week prior to the Board meeting.

Meeting minutes contain information about board member attendance, comments and votes, as well as public comments. Minutes are approved at subsequent board meetings.

NOTE: The first four items do not apply during the COVID-19 district shutdown. All meetings are held online.

Where and when are the meetings and study sessions held?

The NVUSD Board of Education meets twice a month, usually the 1st and 3rd Thursdays, at 7:00 p.m. at the Education Center, 2425 Jefferson Street, Napa (See above for meeting schedule). Special or adjourned meetings or study sessions are held when there is sufficient agenda to warrant them. Study sessions are typically held before the meeting starts.

Are the meetings held in public?
Yes, and the public is encouraged and welcome to attend.  Additionally, the meetings are regularly recorded for broadcast on the local cable access TV station, channel 28 and they are also live-streamed on the internet.

Do members of the audience have an opportunity to speak?
Persons wishing to speak on an item listed on the agenda must fill out a "Request to Address the Board of Education" form located at the back of the board room and submit it to the board secretary prior to the discussion of the item. Persons wishing to speak on an item not on the agenda may do so by filling out this form under the section on the agenda titled "Public Comment".

What is the procedure when called to speak?
When called to speak the individual shall proceed to the microphone at the speaker's podium. State your name. Be brief and to the point. (A three minute limit is customary.)

When is the agenda available for upcoming meetings?
The agenda is posted under NVUSD News on the NVUSD website homepage at least 72 hours before each regular scheduled meeting. Agendas for special meetings are posted at least 24 hours before the meeting.

In compliance with the Americans with Disabilities Act, if special assistance is need to participate in a meeting, contact the District at (707) 253-3512. Notification 48 hours prior to the meeting will enable the District to make reasonable arrangements to ensure accessibility.
