About Dr. Mucetti

Dr. Rosanna Mucetti is a transformational educational leader with more than 25 years of experience advancing access, excellence, and organizational effectiveness in public education.  A bilingual educator and first-generation college graduate, she currently serves as Superintendent of Schools for the Napa Valley Unified School District (NVUSD), leading a diverse TK–12 district serving approximately 16,000 students across 26 campuses with an annual budget of $190 million.

Since assuming the superintendency in 2018, Dr. Mucetti has led comprehensive systems change focused on student success, fiscal sustainability, and strong governance. She spearheaded the development and adoption of two districtwide five-year strategic plans, including the community-driven 2024–2029 plan, and established a culture of data-informed decision-making across instruction, operations, finance, facilities, communications, and human resources. Under her leadership, NVUSD has successfully navigated declining enrollment through responsible right-sizing, stabilized its finances, modernized facilities, and strengthened instructional coherence across all grade levels.

Dr. Mucetti is widely recognized for her work in governance, labor relations, and community partnership. She has partnered closely with the Board of Education to overhaul board policies, improve superintendent evaluation and priority-setting processes, and adopt a student-centered governance framework—efforts that contributed to NVUSD receiving the 2025 California School Boards Association’s distinguished Golden Gavel Award. She has strengthened labor relations through the sustainability of the district’s interest-based problem-solving approach and built durable partnerships with municipalities, law enforcement agencies, higher education institutions, and community organizations.

A lifelong bilingual educator and advocate for linguistic access, Dr. Mucetti has consistently championed the strengths and needs of Spanish-speaking students and families. Her leadership has expanded Spanish dual immersion programs, strengthened multilingual learner systems, improved districtwide translation and interpretation practices, and elevated multilingual community engagement to ensure access, belonging, and voice.

An instructional leader at heart, Dr. Mucetti has advanced initiatives that improved state accountability outcomes, expanded college and career readiness, strengthened literacy through the science of reading, and increased access to dual enrollment and dual immersion programs. She launched the district’s participation in the national STARS College Network to expand college access for historically underrepresented students and led the expansion of an award-winning Spanish dual immersion program. She also guided NVUSD as one of the first districts in California to reopen schools with a hybrid learning model during the COVID-19 pandemic.

Dr. Mucetti brings deep expertise in school finance, facilities, safety, technology and charter oversight. She reorganized a 2016 $269 million facilities bond program (Measure H) as the newly appointed superintendent. She successfully passed and implemented two bond measures (Measure A2 and Measure B) during her tenure, led school consolidation efforts aligned to enrollment trends, and oversaw the sale of surplus properties to address long-term facilities needs. Through her leadership, technology and safety have remained top district priorities, and she has successfully positioned the district to make large-scale, systemwide investments in both technology and safety infrastructure. Her leadership in charter oversight resulted in landmark California case law related to Assembly Bill 1505, affirmed through the California Superior, Appellate and Supreme Courts.

Before serving as superintendent, Dr. Mucetti was Deputy Superintendent of Educational Services for San Leandro Unified School District, where she oversaw instructional and support services, served as lead negotiator for collective bargaining agreements, and led reforms that earned the district national recognition as a College Board Advanced Placement District of the Year. Earlier in her career, she held leadership roles at the Buck Institute for Education, San José Unified School District, and Hayward Unified School District, and served as a principal and classroom teacher.

In addition to her district leadership, Dr. Mucetti is an adjunct faculty member at California State University East Bay, where she teaches graduate and doctoral courses in educational leadership in the summer and serves on dissertation committees. She is a frequent presenter and her work has been featured in various publications focused on key topics including governance, declining enrollment, digital equity, and college access.

Dr. Mucetti holds a doctorate from CSU East Bay, a certificate of School Business Management from the University of Southern California, a certificate of Educational Leadership from the Yale School of Management and is a proud graduate of the University of California, Berkeley. Her honors include CSU East Bay Distinguished Alumni of the Year, multiple CSBA Golden Bell Awards, and national recognition from the National School Public Relations Association as a superintendent to watch. She has served on several national and statewide advisory councils and boards, including currently the College Board Superintendent Advisory Council and most recently the National School Public Relations Association Board of Directors
